Control Cutter Appoints Steve Louis Group Chief Commercial Officer and Managing Director, US Region

Control Cutter, an engineering & technology company founded in Norway, specializing in subsea and topside cutting and decommissioning solutions, today announced the appointment of Steve Louis as Group Chief Commercial Officer and Managing Director of its US Region.

Houston, TX September 01, 2026 –(PR.com)– Control Cutter, an engineering & technology company founded in Norway, specializing in subsea and topside cutting and decommissioning solutions, today announced the appointment of Steve Louis as Group Chief Commercial Officer and Managing Director of its US Region.

In the role, Louis assumes full responsibility for Control Cutter’s US business, including the company’s Houston office and its Broussard, Louisiana facility supporting Gulf of America & Pacific Coast operations. As Group CCO, he also leads commercial strategy across Control Cutter’s global portfolio, reporting to the Group Chief Executive Officer.

The appointment comes as operators across the Gulf of America face a growing decommissioning backlog and mounting regulatory pressure to retire idle infrastructure. Control Cutter’s patented cutting technology is designed to reduce decommissioning cost by increasing efficiency in the severance of conductors, casings, anchor chains, flexible risers, pipeline and umbilicals.

“Operators are looking for ways to take cost and schedule out of decommissioning without taking on additional risk,” said Louis. “Control Cutter has the patented technology to do exactly that, and the Gulf of America & Pacific Coast are where we can make the biggest difference. I’m looking forward to leading the US business and bringing these tools to a market that needs them.”

Louis brings nearly 25 years of experience in offshore EPCI, subsea construction, and decommissioning. He has held senior leadership roles at TechnipFMC, Subsea 7, and EMAS, and most recently at Promethean Decommissioning, where he built their decom business from pre-revenue to significant scale, serving supermajor operators, midstream companies, and delivered a five-year, single award contract for orphan well decommissioning with the Bureau of Safety and Environmental Enforcement (BSEE).

He serves as Chairman of the Offshore Network Decommissioning & Abandonment GOA Conference and has delivered multiple keynote addresses on the topic of decommissioning including at the Offshore Technology Conference (OTC). Louis is a licensed Professional Engineer in the State of Texas and holds a B.S. in Civil Engineering from The University of Texas at Austin and an Executive MBA from Rice University.

“The US, together with the wider Americas, represents our largest market potential, and the decommissioning backlog there is only growing.

“By combining the Group Chief Commercial Officer and Regional Managing Director roles in one position based in the United States, we put commercial decision-making closer to our customers while keeping strategies aligned across all our regions, the US, Norway, the UK, Brazil and beyond, as we grow. Steve’s track record in decommissioning is exactly what this role calls for, and we are delighted to have him on board,” said Bernt Arne Breistein, Group CEO of Control Cutter.
